Purpose: To define the process for 911 shift bids, ensuring a structured, fair, and consistent approach to shift allocation for 911 operations.
Policy: All 911 shift bids will be subject to a comprehensive review process, including Education, Training, Administrative, and Clinical evaluations. Applicants must meet all criteria and pass all reviews to be considered for the bid. Shift bids will be awarded based on seniority among qualified applicants, in accordance with this policy.
Procedure:
911 Bid Periods
The company will hold 911 bid periods quarterly:
March, June, September, and December.
Eligibility for 911 Shift Bids
Employees are eligible to participate in 911 shift bids after completing six (6) months of employment. All applicants must undergo the following review process:
Review Process for 911 Bids
All applicants will be subject to the following evaluations to ensure they meet the standards required for 911 operations:
Education Review: Verification of certifications and credentials relevant to 911 operations.
Training Review: Assessment of completed training, required courses, and ongoing professional development.
Administrative Review: Evaluation of attendance records, adherence to company policies, and overall job performance.
Clinical Review: Analysis of clinical skills, including performance feedback, incident reviews, and compliance with medical protocols.
Approval of Competing Bids
Shift bids will be awarded to the qualified senior employee, subject to operational needs. Seniority will be the deciding factor among equally qualified candidates who pass all review criteria.
Seniority Considerations
Bids will be granted based on the following factors, in addition to seniority:
Level of certification/licensure.
Experience and length of service at the current certification level.
Type of prior experience (e.g., rescue vs. transfer assignment).
Familiarity with the service area and facilities.
Knowledge of the local EMS system.
Credentials and approvals from local/regional medical control.
Notification of Bid Results
Employees will be notified of the outcome of their bid via the scheduling software. Subsequent vacancies created by initial bid awards will be posted and filled following the same procedure.
Restrictions on Future Bids
Once an employee is awarded a 911 shift, they may not participate in another 911 shift bid for six (6) months.
Management Discretion
Management reserves the right to fill any vacancies that are not successfully bid upon at its discretion, based on operational needs.
Responsibilities
Employees are responsible for monitoring the scheduling software for open 911 shifts and bidding within designated periods.
Management reserves the right to adjust shift locations and times as necessary to meet operational demands.
This policy aims to maintain a high standard of service for 911 operations by ensuring that only qualified and prepared employees are assigned to critical roles, while honoring seniority in the bid process.
